Planning permission for UK driveways

Since 2008, UK regulations require permeable surfaces (or drainage to a permeable area) for any new driveway over 5 m² that fronts the public highway. Permeable materials include gravel, resin bound, and permeable block paving — these do not require planning permission. Solid surfaces such as tarmac, concrete or standard block paving require either drainage to a soakaway/border or full planning permission from your local council. Always check with your local authority before work starts.

In England, you do NOT need planning permission if the driveway uses permeable materials (gravel, resin bound, permeable block paving) OR if rainwater drains to a permeable area such as a lawn or border. You DO need planning permission for impermeable surfaces (tarmac, concrete, sealed block) over 5 m² that drain onto the public highway.

Most UK driveway installs take 2–5 days. Tarmac and resin are usually 1–2 days, block paving and Indian sandstone 3–5 days for an average double driveway. Concrete needs a 24–48 hour curing time before use.

Block paving and Indian sandstone typically last 25–30+ years with care. Resin bound lasts 20–25 years, tarmac 15–20 years and gravel 10–15 years before refreshing or topping up.
