How LA Flex works

Under ECO4 Flex, each local authority publishes a Statement of Intent setting out extra eligibility routes it will accept: low household income, living in a deprived area, or a health condition made worse by living in a cold home.

Once the council signs a declaration, an ECO4 installer treats you exactly as a benefit-qualifying household — the energy supplier funds the measures, and the council pays nothing.

How to apply

  1. Search your council's website for "ECO4 Flex" or "Statement of Intent".
  2. Gather proof of income, or evidence of a relevant health condition.
  3. Ask the council or an installer to complete the declaration.
  4. A retrofit assessment then follows under the standard ECO4 process.

LA Flex (ECO4 Flex) allows local councils to declare households eligible for ECO4 energy efficiency funding even when nobody receives qualifying benefits — based on low income, health vulnerability or a targeted referral.

Common routes are a gross household income under £31,000, living in a low-income area, having a health condition made worse by a cold home, or a referral from the NHS or a support organisation. Each council publishes its own Statement of Intent.

The same measures as ECO4 — insulation, replacement boilers, heat pumps, heating controls and solar, funded by energy suppliers rather than the council.
